We have gone though alot as a clan, and our strength has been challenged, faced and we are victorious, but with us being stronger as a clan, we are facing more and more Town Hall 9s and less and less Town Hall 8s. The frequency of getting 3-stars is and will begin to lower, but I would like to say for those that might have been getting 3-stars constantly each war to all of a sudden getting 1-star, and/or 4 stars in total that even though the stars might be lower, the struggle to attack and the struggle of getting 2-stars instead of 3 is at the same level of difficulty. We as a clan are stepping towards the stronger league, remember, 2 stars is considered a victory, so be proud.
There is a new change to the Scouting Template as in the past we have faced only about 12 or so Town Hall 9 and a few strong Town Hall 8s, but now we are facing 3-5 TH10s and 12-15+ Town Hall 9s. Our old scouting and listing is outdated and now a newer version with more dedication towards Gowipe is made. I will not post the Team List as I have in the past due to new members, and ever changing attack strategies.

For those on that are looking at my scouting, you might find it strange for example why some of the bases are suggested Lv3 Dragon-able for [possible attack] even though they have Lv6 or even Lv7 Air Defense guarding the Town Hall.
The key thing I look for is 'how exposed is the Town Hall on one side, and how much exposure will the Dragons have to the Air Defense. If there is only Two Air Defense guarding the Town Hall and the remaining two are out of reach, that means it can be easily Dragon-ed and kill the Town Hall before the Dragons all die (provided you send the pack of Dragons in properly.)
Same logic applies to how I determine how strong of a Gowipe is needed to reach the Town Hall. How much junk is there? What level walls/defenses and how many layers are there in order to break through? It's all considered.

TL;DR: Scouting for the [Two - Stars Possible] side is determined by how easily a well-planned attack will be able to reach the Town Hall based on the layout/defense level/wall level of the base.
For GoWipe/GoWiWi Users:
Welcome to a new phase of the clan, where we are tougher and stronger as a whole. The Scouting template has been updated due to the vast amount of strong TH8s and TH9s we are facing and will face from now on. If you can see there are Three GoWipe sections. A3 to A1, counting downwards.
A3; is for Town Hall 9s ONLY, because they have unlocked the Queen, a 4th spell which makes a big difference in War. Against maxed Town Hall 9 Defenses, good layout, or even facing against the Mighty Inferno Towers, all the firepower is needed.
A2; is the category for Lv3 Pekkas, or experienced Gowipe users who know what they are doing. The bases in this category is tougher, more stronger Town Hall 8 or Town Hall 9, but is still reachable by Town Hall 8 troops. Mostly this category is for those with Lv7 walls, or a more difficult to reach
A1; is the category for people who have slightly weaker Pekkas, or are new to Gowipe, and would like to experiment and try to Gowipe. Usually bases in this category have lower level walls (Lv6) or not as well upgraded Defense/layout.
You will be our future for the upcoming Wars so keep it strong and mature through every attack!
For Lv3 Dragon Users:
As the clan begins to get stronger, the chance of finding bases to 3-star with Lv3 Dragons will get smaller and smaller. As of now, there are still plenty of bases with Lv4-Lv5 Air Defense which still can be 3-starred, but sooner or later, these bases will be at the bottom of the categories. Right now I would like to give out the fact that you have a choice of continue to attack 3-starrable bases, on the [Three Star Possible] List, or begin to test out for 2 Stars in the [Two Star Possible] section. In the Two Star possible section, I can guarantee that you will no longer be able to 3 Star any bases anymore with Dragons due to Lv6 Air Defense that will exist. There is still a couple of weeks left so you may still stick with the lower sections, but be warned at the fact that bases that used to be Lv3 Dragons around the #10-25 range will begin to shift into the #20-35 range. Learn how to attack stronger bases for Two Stars, and that will be considered a victory.
I post this almost every single war now, this video is a nice tutorial on how to send the Dragons INTO the middle, and could be used to get that Two Star on the Town Hall. It has helped me destroy the Town Hall of Lv10 before, and many Dragon users have thank me for sharing this video, so if you are a Dragon user, please watch it :).
